M4N72-E - Voltage off?

I am wondering why all the applications i have used report the 12v rail to be ~ 9.8.
Apps: Speedfan, OCCT, HWMonitor
I know this is wrong because i checked them with a voltmeter(an expensive one) which told me the same value the bios shows(~12.05-12.10 ish)

The voltmeter method would be the most accurate method of measuring the 12V rail voltage. You are correct in this.

Regarding the voltage reported in your applications, it looks like they all report consistently - low but consistent. Try un-installing and then re-installing the applications one at a time and check the results.
