led strips are ideal if its lights you want--unlike cold cathode tubes they are flexible

really cheap off ebay etc and just plug in a molex connector--really bright as well

and to run the PC at faster speed you can put it in a car and run it via UPS!

First thing to try is using Windows own themes and backgrounds. You might not need anything more than that.
