RAM speeds

I have been given two Crucial RAM upgrade options, but am unsure which will be fastest because the CL seems to counter the potential speed increase. Any Comments?
Option #1

  1. The faster RAM speed will counteract the increased CAS Latency. As long as the prices are the same, get the faster RAM.
