How to solve windows cannot compelet format disk

I've 2 flash memory and want to format them but I cannt and i tried all way like:
1. disk management
2. cmd - format [falsh drive name]: /q
3. hp removeable utility software
4. cmd - diskpart
can you help me what can i do???????????????????
