Help me with building HTPC.

Hello.
I have question about building HTPC for someone.
He asked me to build the HTPC for him.
And since I never used HTPC before, I came here to ask some help.
What PC component do I need to build a HTPC that will do these things:

1. Watch DVD
2. Watch Blu-ray
3. Watch at least Best quality of any format of video file of 1080P HD
4. Record Analog/Digital TV program from Cable TV.
5. Record HD TV program from Cable TV.
6. It has to be connected on 1080p HDTV.

4. TV Tuner they are rather cheap. Also you get ones which allow you to watch one channel and record another at the same time.

Most new CPUs are able to handle 1080p well, but if you have a GPU which is compatible then it will put any load on it.

Did you need parts recommendations?

To recommend parts I need various details such as will they be Gaming if so how high end, budget, will they be video encoding, will they use it to store movies/tv shows in which case they would require big HDD space. Also you should buy a remote they are like $50 - $100.

Lets see...

- They won't playing any games (I will be build them couple of thousand dollar PC for it)

- They will be store movies/tv shows/videos in any either standard or HD quality.

- What you mean by doing video encoding?

Video encoding such as converting DVDs to .mkv files using x264. So will they be ripping DVDs often?

So what kind of HDD space do you reckon for them 1TB/2TB?

And they dont have any decided budget
And I think I will put them 4x 1TB for now.
