Upgrade Suggestions

I've asked a few questions already regarding my system boards (Motherboards) capability in here, There not just random questions lol. I'm looking to upgrade the video card which means I'll probably have to upgrade the power supply (Currently has a 250w Power Supply "I Think"), and I may be upgrading the CPU. I'm looking to upgrade since this computer is still relitevely new and has several upgrade options that I'm aware of. First off this is the computer in question. I have asked HP what the maximum power supply this computer could run and they told me 400w, but I threw a 650w in due to friends advice and ran it for a week and appears to be fine. But I took it out to since the used video card I purchased stopped working and I put the original power supply in. My question is:

Will this computer safely support a 650w Power Supply, if not and I'm stuck with a 400w Max (If its between 400 and 650 please let me know), what is the best 400w video card that I can upgrade with for gaming purposes?

Which would be the best or reasonlbly priced CPU upgrade? I'm not sure which is better Phenom II or Athlon II, but I'm looking to increase the max speed of the computer. After a bit of research I have found a Phenom II 3.5ghz, and a Athlon II 3.1 Ghz, not sure if this is the best ones available.

Budget wise for these two to three upgrades is about $600.00 to $650.00.. Don't actually want to pay that much but will if needed. Any advice would be greatly appreciated. Thanks in Advance.

Solution
650 watt PSU is fine. The Phenom II CPU's are faster than Athlon II. I would get the Phenom X4 955BE and match it with a HD6850/70 or GTX460 1GB or GTX560TI
