Desperately need help with XP

I installed XP Pro and I can't receive any files. I can connect to web pages, Morpheus, email works... But I can't download any files. IRC DCCs even time out.

I go to download a file through Internet Explorer and it asks me where I want to save it. I tell it (tried different places too) and it looks like it's downloading it, but it just sits there and times out.

I can't do anything. Firewall is off. And I'm connecting through a Roadrunner Toshiba cable modem.

try this instead... go to www.tweakmaster.com
and download the tweakmasterpro file if you can
then set ur self up under the cable modem and see if that helps.

if not simply unplug the cable modem and recycle it

also goto www.dslreports.com and run a speed test on it see if it is you or not
