can I replace the Toshiba drive with a SSD?

Yes. You will either have to accept lower capacity than that drive's 250 GB, or high cost for a high-capacity SSD (though prices are going down they're not at regular HDD rates yet). You will also have to re-install the operating system and your programs.

Theres currently a Samsung 256GB SSD on sale for about 180 right now. Damn good price for this SSD.
