I have Windows 7 Home Premium 64 bit. Can I upgrade to 8GBs, or is 4GBs the maximum. I was told I could go to 8GBs with some sort of patch.

The ram upgrade is a question about your mother board. Windows 7 64 bit ram limits
* Starter: 2GB
* Home Basic: 8GB
* Home Premium: 16GB
* Professional: 192GB
* Enterprise: 192GB
* Ultimate: 192GB

I contacted microsoft and H/P, they both told me 4GBs was the max for Home Premium, they said it has something to do with licensing. I would love to go to 16GBs, but I imagine I would need a different motherboard.

Well I got the information from Microsoft's web page! They actually gave you the limit for a 32bit OS.
HP might have a limit on their motherboard. I believe that the Microsoft web page is correct and there are multiple users out there that are using more than 4GB of ram.
Can you post the model number for your computer?

According to this your motherboard only supports 4GB http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01...
I could not find a BIOS update that would change that.
