Western Digital HDD not showing up on Disk Management

Hello guys,
I have a Western Digital USB Hard Drive and for some reason when I plug it in it doesn't show up on the Windows Disk Management, it just makes a wired noise and then stops making that noise. I don't think the disk is spinning, I've taken some pictures and recorded a video so you guys can see it. If you have any idea of what could be the problem please let me know.

Being its USB are you seeing the the device show under USB devices in the system tray? Wired noise is a sign of a drive failing sometimes. I have also seen that some USB ports are not providing enough power due to other deivces or just a bad port. Try other PC or ports.
