SATA devices not dected

I'm building my first computer. I'm using a Biostar TZ77B motherboard. I have 3 devices plugged into the sata ports, a hard drive, a Cd drive and something that came with the case(A red cable I'm not sure what). When I boot it up, I can't open my CD drive to put in the Windows 7 install disc. I search through the BIOS and found that non of the SATA devices are being detected. I'm very new to this so if you could dumb it down a bit thanks.
 
make sure that you hard drive is in SATA0. you can put the cd in SATA1. I wouldn't connect the red sata cable to anything unless you knew what it went to. Make sure you have also attached the power cable to the optical drive. you should be able to open / close the cd tray by pressing the button on the front of it. if that doesnt work you may have a bad optical drive.
