Tried recovery on my hp pavilion desktop and programs still will not load

After my hp pavilion desktop a1203w got stuck rebooting and I could not access anything - not safe mode or anything. I decided to try to do a system restore which was the only option F8 would not come up and I could not access the computer through safe mode. The computer came back with the message: load needed DLLS for kernel. Please contact your support person to report this problem. What does this mean? I suppose that all my information is gone even though this recovery didn't work. What do I do next to get my system running again? Please help. thanks. Is this a Software or hardware issue?
