Do I have to reinstall Windows?

I bought a Samsung 830 256gb for $203 after taxes (originally 189.99, free shipping, promo code, and already had a mark down). Should I just delete windows off of my HDD and reinstall on SSD or is there a way to transfer just OS and programs?
