ECS 780GM-A Chipset Heat Sink??

I have ECS 780GM-A motherboard with a smart Large Black edition Chipset Heat Sink.
and i have Phenom X4 9850, 2.5 Ghz Processor. when i run it on full speed for about one hour than the chipset heat sink becomes quiet hoter. is it necessary to put a cooling fan on the chipset heat sink?????????

I also wanted to as that if i do not have heat sink on my mobo mofsets, then should i also place a cooling fan on mofset???
