New mobo. fans spin but nobody's home....

this is the first time i have ever just replaced the motherboard. i have built three systems from scratch. long story short is i can't get it to post. all the fans spin but thats it.


specs:

biostar g31m+ motherboard

Intel Pentium D 820 Smithfield 2.8GHz LGA 775 95W Dual-Core Processor

stock heatsink

G.SKILL 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 533 (PC2 4200) Dual Channel Kit System Memory

onboard graphics

ATRIX PSCI-500BLK 500W ATX12V Power Supply

1 120mm coolermaster fan, two 80mm coolmaster fans

skythe 5.25 inch bay fan controller with lcd.

hp dvd writer ide

seagate barracuda hard drive

COOLER MASTER Centurion 541 RC-541-SKN1 Black Aluminum bezel, SECC chassis MicroATX Mini Tower Computer Case



i've tried my best to troubleshoot this. taking out parts in any combo i can think of.

the only time it beeps at me is when the cpu is installed and there is no ram.

i though i had a bad board and i exchanged it for the same board. no change.

i have tried two psu, two brands of ram, a different case. the only thing i haven't tried is a different cpu. i know it works. i'm using it right now.

i have all the parts listed minus the mobo working and running windows stable. which is why i am able to post this.

ah man!!!! i didn't even see that. i told the guy which processor i had and that is the board he sold me. i sent a inquiry to biostar about the latest bios they have on the site and if that may support it or not.
