Can not watch any video-very,very slow

When ever I watch any video it starts and stops (long or short). Was having trouble with both IE*,FF18.0.1 in that they would not load pages (took 2-5 min a page). Now that is OK.Maybe I screwed up some thing fixing that problem.I have done a few speed tests (have FIOS) AT SPEEDTEST.NET and others AND d/l 19.6, u/l 4.63. We do not need all that info you posted.

Check that your flash player version is the latest. Your ISP may also be throttling traffic (though I think that's unlikely).

Also, it doesn't say what kind of a CPU you have in the specs of your PC that you posted.
