Keeps to start but won't

Hello, computer won't startup, bios screen comes up them windows screen then bios screen then windows. it is now giving me the option to start in safe mode etc but no matter what I choose the window screen comes up then goes off the the bios screen comes up then the option to run in safe mode the ......
