ATI Radeon HD 4890 Video Card_NoSignal_and_NOISE!!

Forum Graphics & Displays : AMD Radeon ATI Radeon HD 4890 Video Card_NoSignal_and_NOISE!!

I just assembled my first computer and installed my GPU to a PCI-E slot and connected the two 6 pin connectors for power. When I turn on my computer the fan makes a shrill constant high pitched sound! Also, I tried connecting a HMDI and a VGA to my HD TV/monitor and I get no signal! Can anyone help?

-Ultra X-Blaster ATX Black Mid-Tower Case
-Ultra LSP750 750-Watt Power Supply
-Kingston PC10600 1333MHz 4GB DDR3 Dual Channel Desktop Memory
-Asus M4A79XTD EVO AMD 790X Socket AM3 Motherboard - ATX
-Corsair CWCH50-1 Hydro H50 CPU Liquid Cooler
-AMD Phenom II X4 965 Black Edition AM3 CPU
and other parts.

The noise turned out to be a piece of plastic the fan was hitting as it rotates. I removed that piece and now it sounds fine! I still can get no signal from hmdi or vga. Does anyone have any ideas???
