My graphics card keeps overheating

I recently built a new computer including a sapphire radeon x1650 pro

here are the rest of the specs

2.4 ghz pentium 4

1gb of ddr ram

intel desktop board d845 gerg2

450watt power supply

problem:

when my system is idle my graphics card is at about 58 degrees
which im sure is too high and when i go to play a game need for speed underground 2

my computer just lock up and freezes for ages when it unfreezes i checked temp and it was a scorching 95 degrees and for this game is should run perfectly

what brand is your gpu? is it pasive cooled?

Check to make sure that all fans a free of dust and operating. Did this previously work and just recently have issue?

my gpu is a ati x1650 pro core and no is has the noisy stock cooler

i bought thi card brand new a few months ago for a previous computer and only used it for about 2 months
before putting it in this
