Why this laptop cannot play simms 3?

Hello,
my daugher has a dell latitude with Windows XP and 111 CPU-M1000hz 727 mhz 256 mb of ram
and
it does not even load the Sims 2 game... does it need more speed or more memory?

Processor: 1300Mhz processor - you have 727Mhz
Memory: 512 MB RAM (1GB for Vista) - you have 256MB.

You need a card capable of shader 3.0 to run Sims 3.
