Hello, I am using Windows 7. How do I access my new external hard drive?

Once connected.

Make sure it partition as GPT, format (if needed) then you can access the entire drive

your windows 7 os should detect and install it as a usb drive. so there really shouldnt be any problem in accessing your drive. there might be an external software that might be used with that specific external, but regardless, the os should detect it without any CDs or drivers.

You might have to go into disc management and assign it a drive letter.
