It's connected to the speaker header. It's not included with the motherboard and may be something they bought so they can hear the beeps made by the system. If the case has a speaker you can connect its thing to that slot.

i dont know if there is speakers .. can i take it off ?

You can do whatever you want...

You can remove it. As long as you have external speakers, you will hear the sounds Windows makes.
