I need an AMD true quad with C3 that supports DDR3 1600 that will push my 5850's with no bottlenecking for less than $115.... I dont know either

you might wanna get a triple core, you might wanna bump it up to a 945, but it depends on what you use it for.

For quad cores at around 115 USD, the Athlon II line is a great choice. There are 45W versions at ~2.4Ghz, but you'll probably have to OC those. The fastest Athlon II X4 is the 640, at 3.0 Ghz and 119.00 USD at the Egg as of now. However, to guarantee you have no bottlenecking, you should OC it to around 3.4ish Ghz.
