My computer revs its fans about 10-12 times before beep & boot. I have tried larger power supply, same thing. It is a Foxconn MB 2gig ram & old semtron le-1200, also have tried unplugging all cards usp etc
 
Solution
So you know it's not the power supply and that it's attempting to start up.

If you dropped a screw behind the board or have any metal - beside the screws for the board - touching any metal on the board (an extra mounting post?), it could be shorting out?

I does finally boot, after about 10-16 power cycles bios takes over and all is good.
I have completely taken it apart & no screws or metal contact, or burn marks. Caps look good. It reminds me of some evil robot waking up in stages....

once its on its good tho. does the same thing in cold boot as a restart. I dunno....??
