I'll start by talking about using a PC as a DVR. Unless you only want to record over-the-air channels, it's more difficult than you think to get this to work. I've been trying to figure it out for a few months, and haven't gotten anywhere. From what I can tell, if you use cable or satellite, and don't want to get rid of the set top box, getting premium channels may require nothing more than a digital tuner ($100-150) or it might require a massive tuner card that's due out in a week (Cetron's Quad tuner) that's $400. If you want to get rid of the box, you may either get that $400 card or it may not be possible. I'd say put this on the back burner for a while and live without.

As for the other parts...

CPU: X4 955 $160
Mobo/GPU: Gigabyte GA-790XTA-UD4 and HD 5870 $480 after rebate
RAM: G.Skill Ripjaws 2x2 GB 1600 mhz CAS Latency 7 $110
HDD/Case: Seagate 7200.12 500 GB and HAF 922 $120
PSU: Corsair 750W $90 after rebate
Optical: Cheap SATA DVD burner $20

Total: $980
