I purchased new computer today and very slow please help

hello, i purchased new computer today and very slow.

Mother board gigabyte Gigabyte 890GPA-UD3H
processor AMD X6 Cash 9 MB
Ram 4 gb one piece pass 1600

i installed windows 7 in two hour , my old pc celeron was more speed.
i changed pass ram in setup motherboard to 1600 and slow until now
please help

Slow in POST to welcome screen, or slow in OS background programs, data transferring or program running?
Which bios you are using?

in install program and in install windows and in save any project in photoshop

that takes a lot of time and when i see performance in the task manager in "CPU Usage" = 1% or 2% A maximum 7%

mmm ... don't know problem related to device compatibility or need bios to be updated...
maybe you can check the latest bios first.

solved, i replace old harddisk with harddisk blue and work faster install windows in 10 min only
problem was in harddisk green , for this reason i will buy new harddisk but WD 1 Tb black faster or segate 1.5 Tb
