Blown capacitors on motherboard

The keyboard and mouse on my pc only work in safe mode. After trying a number of things, I took it in for repair and was told that capacitors on the motherboard were blown. With blown capacitors on the motherboard, would the keyboard and mouse still work?

Yes I have had a customers pc and it would work fine for a few days then the os would not be found. I took a look inside and the capacitors were bulging at the tops with crusty stuff.
