what are them little circles on a motherboard

System Video Memory is what the operating system dedicates to use for on on-board video (IGP). You typically see this on motherboards that have IGP installed.

As for the "little circles on a motherboard", we would need more details or pictures. They are most likely the capacitors on the motherboard (being my first guess).
