DVD not working

Just built a new pc.
All new parts.
New XP installed, but not registered yet
Im not on the internet yet.
CD's(music) plays ok.

Just put a DVD in the drive, and got this.

Can i get a decoder ofline, or do i have to be on the net to download one.

your screenshot link isn't working...

It would be easier to download and install it if you were online.

Offline: You can download a decoder on another computer, save it to disk/flash drive, then install it on your new system.
