You need to ROUTE traffic on certain protocols to the computer that has been set with a STATIC IP. You could also set the computer in the DMZ zone which will open it up completely to the internet, which is a security risk.
Read the manual for your router on how to do this.

Or better yet, how to control bandwidth to a particular machine (regardless of IP address)?

You need to be clearer about your intentions because your question could mean everything from how to port forward (as sturm has interpreted it), to QoS (as I've interpreted it). It's not clear which is the case, or perhaps something else entirely.
