I am out of the USA and can't download many program

I am in Korea and I cannot update any of my applications on my IPad or even purchase downloadable books. I would get an error message saying my account is not valid for use in Korea store and someone told me I need to change the IP address can anyone help me fix this problem? It's very important that I am able to down load material,for my online classes.
