Help with choosing a graphic card

Hello,
I have a computer with these specs:
Intel Core2Duo E4500 @ 2.20 GHz (can be overclocked to 2.6 GHz)
Intel DG33FB MotherBoard
Transcend JetRam 2.00 GB
Seagate Barracuda 250GB HardDisk Drive
Samsung SyncMaster 932nw 19" 1440x900 (32 bit 75Hz) Monitor
Windows 7 Home Premium

The thing is i am planning to buy a graphic card and my budget is Rs.4000 or BELOW(approx $95)

I will mostly want to play Burnout Paradise, GTA4 and PES 2010.

Can you guys suggest me a value for money card considering i wont stretch my budget more?

XFX 9600GT 512Mb - 4500Rs
XFX 9800GT 512Mb - 5500Rs(Good)
GT 240 1GB - 5300RS
GTS 250 512Mb - 6300Rs(good)

XFX46701GB - 4600RS
4770 512Mb - 6400Rs(ok)
5670 1GB - 6800Rs(power eff,cool,good)

looking at 9800GT its a good card but a pld one with old features
a GTS250 is good

5670 is a lot more greater in features but compares to a lesser than 9800Gt in performance

bt its good i would suggest a 9800GT or GTS250 or 5670
 

I travel a lot and have spent a lot of time in Asia. Not even Taiwan which is headquarters to many of the biggest hardware makers is cheaper than the US they are about 10-20% more expensive.

9400GT 1GB
9500GT 1GB
GT220 1GB
ATI 4650 1GB

from www.deltapage.com (this is where ill be buying the card)
which is the best deal?
