Screen Distortion amongst various displays & drivers

Right now I'm using the latest Intel driver for my Mobile Intel 4 Series Express Chipset in my laptop, no matter what display I use I still get the same problem. I've tried rolling back drivers and trying to use an external display. There were no problems until I upgraded from Windows 7, build 7100 to build 7600. Not even sure what to call it. It's not consistent with any application and affects all windows, bars and every other element on any screen. Any advice to get this fixed would be awesome. Thanks in advance!

EDIT: Contacted Intel, Lenovo & Microsoft today, nobody wants anything to do with it. Don't even know what to call the problem

Use the video control software to ensure that your screen's refresh rate is 60MHz, and not some other refresh rate.

treefrog07, thanks for your reply, the only available refresh rate is 60Hz through this utility

Your screenshot from two months ago looks OK so what's the problem?

it's not always like that. One minute its fine, the next it's not. In linux it's always fine, I've never had a problem
