Windows 8 reading a CD

Why does Windows 8 see a CD with folders and files in those folders as a "Recovery" disk? The CDs were written with WinXP. When the CD is put in the Win8 computer CD reader drive it will not open as a CD with files on it.

It was simply burned as folders and files on a WinXP computer. The folders and files were selected from a hard drive and transferred to the CD burner drive and burned to the CD. It was not burned as a "back-up" or a "recovery" disk.
