Dual boot xp + vista

Hi, im currently dual booting xp+ vista and the problem im having is when im on XP my internet speed is capped or something. For example when im on vista when downloading on firefox or chrome i get 40mbps but on XP im getting like 600/kbs on both but with utorrent i get my full download speed. Any help would be appreciated.

if you install download accelerator like Down Load Them All on Firefox, will it still be slow the download speed?
