Ram problem with new build help

I just built a new computer and I have 4x2gb of ddr3 1600 g.skill ripjaw series ram and all 8gb are showing but it says next to usage that im only using 3.99gb. does anyone know how this can be fixed?

System configuration utility--->Boot---->Advanced options---->uncheck Maximum memory
