Video screen to big on tv

Hello,
i have dell optiplex 260 bought vga to hdmi converter tv shows perfect i cant figure out how to scale down screen it is now to big cant see icons on side of screen how do i make screen small were i can see icons and be able to minimize things

1)Right-click the screen and click on the "Properties."

2)Click on the "Settings" tab, then locate the "Screen Resolution" section.

3)Drag the meter in the "Screen Resolution" section to the right to make the screen resolution larger. This will mean more space on your monitor to display information, but also that windows and text will appear smaller to some degree.

4)Click "Apply" and save the changes, then click "OK" to close the window.
