Windows 7 clean install unable to partition

I have a Toshiba Satellite C655-S5310 that has had its original hard drive fail. I purchased a SAMSUNG Spinpoint M8 HN-M500MBB 500GB drive to replace it.I have run into problems trying to install windows 7 onto it with both a bootable disc and a bootable usb drive. I have check the bios and it is up to date as well as changed boot order many times but still no go. I have even tried creating a partition through dos when the drive boots up with windows 7. If anyone has a solution to this i would really appreciate it i have been stuck trying to fix this for a while and its killing me that something i thought was gonna be a simple install would turn out to be a stress test.

I forgot to mention that windows won't partition the drive it keeps telling me System was unable to create a new system partition and to ensure that the disk's controller is enabled.
