USB Drive not formatting, allowed to erase, move, or anything....

I have a 16gig relay usb storage drive, i can not get it to format or even get it to delete a single file... I have tried setting all the settings to 0, also tried the cmd route, also tried checking for a switch on it and there is none. I am trying to get this to work cause i paid good money for it and i want to still use it. Does anyone have any clue or an idea as to what i might be able to do?
