Processor at 800 MHz when it should be at 3.4, wont even go up w/ game

I recently bought a new Processor, a Phenom II X4 965 3.4 GHz, but the clock speed is only 800 MHz, I was told it was Cool N Quiet doing that, and to run a game and it will go up, I tried running a game (world of warcraft) but it stayed at 800 MHz, why? I know I can go in to Control Panel > Hardware & Sound > Power Options and turn it to High Performance, should I do that?

In Power Options I changed it to High Performance, but it still stayed at 800 MHz. >.<

I downloaded both, ran both, did 100% stress test, it still stayed at 800 Mhz.

what bios version does your motherboard have
