Processor at 800 MHz when it should be at 3.4, wont even go up w/ game

I recently bought a new Processor, a Phenom II X4 965 3.4 GHz, but the clock speed is only 800 MHz, I was told it was Cool N Quiet doing that, and to run a game and it will go up, I tried running a game (world of warcraft) but it stayed at 800 MHz, why? I know I can go in to Control Panel > Hardware & Sound > Power Options and turn it to High Performance, should I do that?

While it is booting try hitting the DEL key (Pre-built systems from major manufacturers may use a function key such as F1, F2, or F10.), once the BIOS is loaded, go to the last tab or page of your BIOS. Select an option similar to "restore factory settings". Save your changes and confirm your selection if necessary. This will often be combined with the process of exiting a BIOS. Some BIOS types may have this as a separate option such as "F10: Save Changes".
