Problem with Asrock 980 Extreme3 bios

I just bought a Asrock 980 EXTREME 3 motherboard it's driving me nuts
the CPU fan is always on 3000-4000 RPM even when its 30 C
I have a great standard case with lots of 12 cm fans also the power is on the bottom so it won't worm up the CPU its temp is always on 30 few.. but the RPM is always on max RPM?! :o 
I changed the fan mode from full function to automatic but it didn't worked
I tried to update the bios but the last version in the site is 2.50 but mine is 2.67 so I guess I have the last version:

I just got rid of my old system one of the main reasons was its awful noise

yes?!

my OS is W7 SP1
CPU:1075T
mobo:ASROCK 980 EXTREME 3
RAM: 2*2 GB KINGMAX
GC : onboard
power:430WATT REAL
case:green orbit
EDIT: I called the support line the guy said the default CPU fan is noisy & it's not related to the MOBO ,also I found out the 2.67 is not the bios version its something else my bios version is 2.50(Last version,well I updated it yesterday).
now I have opened my rooms window( outside is 12 c) the CPU fan reached 3515 RPM
when the temperature reaches 43(highest I saw in windows 7)-47(in bios) it reaches minimum 5300 RPM

O.K. , I solved my problem
I found out the air flow volume has a great effect in cooling so the air value a 6 cm fan transfers in 5500 RPM its equal with a 12 cm fan in 1000 RPM so the main reason is all AMD cpu fans are small so they have high rotation per time SO I changed my CPU fan & now I'm using a PCCOOLER 1216X
