MSI 870A G54

Okay so I have my motherboard MSI 870A which has a usb 3.0 port on it. Whenever i connect a device to the port however that is usb 3.0 like an external harddrive it doesnt do 3.0 speeds. THe max speed i get is 38mb/s im supposed to get somewhere over 100 arent i. I go to device manager and it says its there so i dont know what to do

The device has to be a usb 3.0 device...if it is a 3.0 device goto msi website and download the usb 3.0 drivers, windows won't pull it automatically through windows update.
