how do you get comade promt up on a windows xp computer without going on to any mode

You don't. After all, even DOS is an operating system (Disk Operating System). DOS has been kind of dead since XP which uses NTVDM which is basically a virtual DOS. Either use XP's recovery console or boot from a live CD that has the utilities you need.
