Is it possible to back up entire computer to a WD Passport drive?

It sounds more like you want a clean install of windows than a backup. A backup generally restores a system to the way it was, not to a new configuration.

To do what you ask, all you need to do is use any backup software, free or retail. Heck, you can even used the built in windows backup for that purpose.
