Can you get the price below $280 for new build?

Here's a build for someone who surfs the web. I'm just trying to build something with decent value for the money, not necessarily rock bottom prices, and will last a while. I feel like I can give him a capable computer for just a little bit less money. I just need the components listed below. I'm glad to hear any advise on components that provide better value, compatability issues, etc.

Hmm for around the same $$ you could nab far better IGP, HT 3 compliant AM3 mobo (that chipset is just an AM2 really with a BIOS ready for AM3 chips) and DDR3? That free PSU sounds dodgy as well and possible to at least hit an Antec Basiq - though not 80 plus certified it does come with active PFC and a healthy 30amps on the 12V ^^

Oh ya and free HDMI cable which u may want to resell to recover some $$ if no need hehe $265 AR
