Mobo and CPU recommendations based on some salvaged parts

I'm attempting to build a system for my parents as i upgrade my current system. I'll have 4GB of 677MHz DDR2, a 550W PSU, and a 9600GT to give them. They have a HDD, disc drives, etc. What motherboard and CPU would you recommend? Their current machine is single core, old, and dead slow and I want to bring them into the 21st century. They use it for web browsing, word processing, some photo-shop type applications, and some gaming (kind of old school- like the myst series, but there's the potential for some other games). Let me know what you think would be a good balance of reliability, functionality, and low cost.

Ultra 550W PSU, 250GB Seagate HDD, 4 x 1 GB Corsair DDR2 @ 677 MHz, nvidia 9600GT GPU, I'm not sure of their other peripherals like DVD RW etc, but those are fairly standard.

Hmm would u be willing to sell off those DDR and hit DDR3? Is the current casing ATX form factor or mATX?
Also how low a cost are u thinking?
