You must install the driver before inserting the card the first time.
There is no (generally) plug and play support for PC-Cards in Win98.
You cannot (again, in general) insert the card and then install the
driver.

Did you read and follow instructions for the cardbus card? I have a Sony
PCG-450, probably from the same era (purchased 1/2000), although, the only
cardbus card I have is a Netgear 10/100 nic (FA510C). It works without
problems in Win98se or Linux. I don't think there is any way to disable
cardbus support. A cardbus card will not fit into a 16-bit only pcmcia
slot.
I did have problems related to a Linksys 16-bit PC card driver. For some
reason its Win98 driver prevented assigning TCP/IP to anything else. So I
had to uninstall the Linksys driver when installing an SMC wireless PC
card, and again when installing Enternet 300 (PPPoE software). I actually
had the wireless nic working in Linux before I figured out the Win98
Linksys driver interference.
