Hello,
the card was used for video recording and formatted and used for stills camera for pictures
is it possible to recover the video footage?

Depending on how many pictures were taken, those video bits may have been over written.

use stellar phoenix or easy recovery professional. had my mom format her sd card, she forgot to back it up, pulled back photos from 4months +, and she takes about a roll an hour on vacations (full disk every half day) lol

Nowadays, there are plenty f recover software out there. Some of them are free, some of them are paid. Some of them are efficient, some of them are disappointing. Therefore, you should carefully select a reliable one.
If you have no any idea about it, you could try a free SD card recovery program that has ever helped me retrieve all my deleted photos. It is recommended by my friend. He says he also has used it before. It always works well.

Important note: The original data can be overwritten by new data and gone permanently. Therefore, you should not save anything new on this memory card.
You should learn to back up your important data on a different memory card or drive.

a simple deletion won’t remove all data at once, instead, the data contained in the deleted files are just marked as deleted, and it is still intact on your SD card and recoverable. Therefore, when you delete precious photos, videos and other data in SD card by mistake, don’t panic. But stop using your SD card immediately in case of overwriting!
But if you make new data into the sd card, it may destroy some data that may be recovered. But some may be recovered.

Due to all such reasons card stopped working and becomes unresponsive. To resolve this issue you can format the card but it could happen that after formatting you may lost all old files stored within media. Memory card does not respond or stopped working when card is damaged or corrupted. Possibly there are several reasons due to which memory card gets corrupted like accidental formatting, improper handling of memory card, pulling out card when reading/writing process is going on, switching off the camera when photos are being transferred.

One thing you have to do is immediately stop using your SD card to prevent your data has been overwritten when you have found the data has been deleted, formatted or lost.
