Hello,
I have a HP Presario SR1710NX Desktop with an AMD Sempron @2.0 Ghz and 4GB Ram with on-board ATI Radeon Express 200 series display adapter. The Win Exp. Rating is only 2.0 (Due to the ATI graphics adapter? As it has the lowest score @2.0) I would like to get a little more performance and would like to know if I should upgrade the CPU and/or the graphics card? Or, Invest in a more modern system? What do you recommend?

You can experience a noticable performance increase with a current mainstream budget build. Yeah, time to get a new system. Search around in the Systems section for some new build ideas if planning to build your own.
