Does the BIOS still see it at boot?

If you have the Windows Boot Disk (hope you made one!), pop this into your
floppy drive and switch on. It will give you the option to "start the
computer with CD-rom support". allow the programme to load fully, change the
A: prompt to D:, and see if the drive will read any cd-rom placed in it by
typing "dir"-enter at the prompt. If you get a message indicating that the
drive is not ready, then switch off the PC. If the contents of the drive are
displayed, then the drive is mechanically OK, so it must then be a software
problem in the Windows initiation files.
Try System Restore (if you have WinME or later), this should do the trick.
Remove "nospam" from return address.

What is the status reported by device manager ?
If you have a bootable CD or DVD, insert it and power off the computer
normally. then hold the "C" key during power up/boot process so that it
boots from the CD drive. Cancel any process if the installed CD/DVD is
accessed and wants to install any software.
If it wont boot from the suspect drive, ensure the drive is enabled id BIOS.
Also check if it will play an audio CD with the computer turned off....boyh
my Toshiba laptops allow playing audio CD's without booting.
